Description [Abstrak] : Complexity of various problems as a result of the influence of global warming and climate change has long been studied as well as being one of the main topics of the world since the activities of First Assessment Report of the Intergovernmental Panel Climate Change (IPCC), the UN Conference on Environment and Development in Rio de Janeiro, Brazil in 1992.From the research, the IPCC then produce a treaty or protocol, known as the Kyoto Protocol.
    In the context of the Kyoto Protocol and climate change, forests can act both as a sink (absorber / carbon storage) and the source (emitter of carbon) are capable of reducing the concentration of greenhouse gases as causes of global warming and climate change. Indonesia ratified the Convention on Climate Change ( IPCC ) by Act 6 of 1994 and the ratification of the Kyoto Protocol, which was approved by Parliament on June 28, 2004 through Law no. 17 In 2004 , Indonesia is implementing the Kyoto Protocol in some programs , such as mitigation and adaptation.
    In the mitigation and adaptation policies implementation, Indonesian government faced by many barriers. To the issues raised and the Kyoto Protocol is also not succeeded in achieving emission reduction targets the world because of the lack of commitment of countries – industrialized countries ( Annex I) to lower emissions as well as the Kyoto Protocol will end in 2012 , proposed a mechanism that is a replacement for the Kyoto Protocol incentive mechanism for avoided deforestation , known as Reducing Emissions from Deforestation in Developing Countries ( RED ) at the Conference of the Parties ( COP ) to 11 in Montreal in 2005 and then followed up at COP 12 in Nairobi.
