This is a cooperation between United States of America and Canada in Canada – U.S. Agreement on Government Procurement (CUSAGP). This cooperation begin as United States of America’s action that includes Buy American into the American Recovery and Reinvestment Act of 2009. Buy American is a protectionism action in steel, iron, and manufacturing goods which is must to production in United States of America. That act made Canada’s steel company loss their market in United States of America. This made Canadian businessmen and local government insist the Canadian government to do the negotiation with United States of America to open the trade path with omitted those protection because United States of America is their important trade partner. Result of those negotiation is Canada – U.S Agreement on Government Procurement (CUSAGP). In CUSAGP there are 3 commitment that made to explore trading between two country especially in steel commodities by this those protection has been omitted.
