  • Abstrak (max. 1600 atau 250 kata): From theoretical perspective, leadership is the core of management, and management is a part of administration. That’s why leadership has a strategic position at organization level. While from analytical perspective and empirical cases, the role of leader are to be a driving force, motivator, protector, servant and responsible to every organizational activities. A public leader have to know about him / herself, knowing public aspiration and condition, knowing the development and strategic environment problems, and the administration systems where he / she roled. A public leader have to be a qualify agent of change with some qualifications and competencies to be beneficial for the future. The lack of attention to the leadership aspect of state apparatus, making public administration reform has not been able to give a significant contribution. The use of leadership approach that combines the three main aspencts of leadership : the personality, behavior and organizational context better, will result in a future leadership that is able to respond to the demands of the reform leadership.
