Because during the process of democratic transition, Perils of democracy itself arise and affect the conditions of conflict that has been going on since the 16th century. Perils from democration is Lack of Trust and The Agony of defeat. Because without trust, the two sides will only issue a policy that will continue to hurt them and with the selfishness settlement of the problem will continue with military means. Democracy offers the settlement that can prevent the development of conflict, but the expectations given this democracy fails because there is no third party who really helpful. So all the remain is Perils that will continue to increase and in the end sovereignty is the core issues of the conflict, so Russia had decided to grant autonomy as the most secure solution for conflict resolution.
